COLLECT runs non-exclusively
You can have the online dialog running at the same time as a COLLECT is in progress.
Each component is a separate dataspace, and operations against different
dataspaces can run concurrently. You can collect, backup, and reorg
simultaneously. Nice if ds's not on same physical pack (but quite hard
to control!)
